§4The Presumption of Innocence#
All personnel are presumed innocent until proven guilty via thorough investigation, based upon evidence and facts.
§5Due Process#
All personnel shall enjoy due process in all disciplinary and judicial actions or proceedings, subject to Foundation Law relevant to the process in question. This includes the right to a notice, detailing the reasoning and punishment, upon the assignment of punishments or sentences by the respective entities, except where the reasoning contains classified material that cannot be disclosed.

IIClass Disposable Rights, Freedoms, and Limitations#
§8Contraband#
“Contraband” is defined as any item taken from outside the Class-D Containment Zone (“CDCZ”) without authorization, or any item purchased from the black market or CDCZ shop. Carrying contraband does not lead to forfeiture of right to live unless it is used in one of the following ways:
- Equipping - outside their cell - an item that is capable of causing direct injury;
- Equipping or using an item that gives any form of spatial advantage, or
- Aiding those who have forfeited their Right to Live. See Right to Live clause.
§9Right to Live#
Class-D’s have the right to live, in peace, without threat to their person by any other individual, except where:
- They engage in or attempt to escape their confinement;

- They, sincerely, refuse to participate in the test.
§11Right to Affiliation#
Class-D’s have the right to affiliate with whoever, or whatever, they wish, without repercussion or consequence. The Ethics Committee, in collaboration with the Department of Communications, may recognize Class-D factions as legitimate and official, and thereby engage in diplomacy and negotiations with them.
§12Forfeit of Rights & Freedoms#
Class-D’s forfeit their Rights and Freedoms should they unlawfully exit Class D Cells, their designated confinement, or during a Lockdown scenario. Class-D’s also forfeit their Rights and Freedoms if they engage in rioting. Rioting is defined as repeatedly (3 or more times) harming others or attempting to escape. A repeated forfeit shall result in Solitary Confinement. See Lockdown & SURGE clause & Solitary Confinement clause.
§13Right to Payment (Testing)#
Class-D’s have the right to be paid prior to, during or after participating in a test or interview of any kind, except when they have received a strike or warning by the Hoster of the procedure or Combatives. §15Right to Self Defense#
Foundation personnel are authorized to use proportionate retaliatory force to defend themselves against immediate physical threats. This right extends to situations where personnel possess a reasonable and objective belief that an unjustified attack is imminent.
Additionally, personnel forfeit their right to self-defense, and are liable for the misuse of force, under any of the following conditions:
- They intentionally or unnecessarily placed themselves in a position of danger;
- They possessed a clear, safe, and reasonable opportunity to disengage from the threat and retreat, or were in a presence of a combative in the imminent area, but chose instead to engage or escalate the conflict;
- They are attacked by authorized members (such as Combatives or Special Investigations agents) acting within their lawful or departmental duties;
- The hostile threat has unambiguously ended. A threat is only considered ended when the threat is incapacitated, no longer possesses the immediate capability and intent to cause harm, or is no longer in the immediate area of the individual being attacked, or
- They are attacked by any member of the O5-Council or the Developer team in a Foundation team, unless they authorize otherwise.
§16Right to Life#

IVTesting Personnel Rights, Freedoms, and Limitations#
§24Testing Personnel#
The Ethics Committee defines ‘Testing personnel’ as anyone authorized by the Biomedical Research Department, O5-Council, or Foundation Law, to conduct SCP tests, chemical tests, and surgical operations.
§25SCP Testing#
Testing personnel do not require a testing reason to conduct a test on an SCP. However, they must:
- Comply with the Biomedical Research Department’s Guidelines on SCP testing;
- Request no more Class-D’s than strictly needed for the test, except for mass tests as authorized by the Biomedical Research Department’s directorate;
- Conduct the test in a way that does not needlessly endanger non-testing Class-D’s, or Foundation and Combative personnel;
- Not enter the containment zone, or interact with the SCP in any way - Class-D’s are there for a reason;
- Follow lawful and reasonable orders issued by Combative personnel, and
- Act in compliance with the Right to Live (Testing) clause, Prohibition of Personnel Testing clause & Prohibition of SCP Interaction clause.
The Ethics Committee reserves the right to terminate a test should it deem a test to be needlessly dangerous to the health or security of the Foundation. Combatives may also terminate a test within the limitations established by the Testing Terminations clause.
§26Stun Bands Usage#
Stun bands may be used only by testing personnel only during authorized testing procedures, as instructed:
- Warning shocks may be issued only if the test requires its subject(s) to be damaged, or if they at least once deliberately disobey orders;
- Ragdoll shocks may be issued only if the test requires its subject(s) to be put into ragdoll, or if they continue to disobey orders, and
- Lethal shocks may be used only if the test subject(s) fall in any category mentioned in Right to Live (Testing), or they are reasonably assumed to intend to irreversibly disrupt the test.
Upon test conclusion, testing personnel must remove the stun band from the Class-D.
§27Chemical Testing#
Testing personnel do not require a testing reason to test chemicals. However, they must:
- If applicable, ensure the Class-D does not have any relevant health risks;
- Remain within the Isolation Chamber until the effects have worn off, the Class-D has perished, or is terminated. If the chemical is used as part of a cross-test, the chemical must be administered once at the containment zone of the SCP involved, either before the Class-D enters the ICZ, or once they have entered (without Testing personnel entering the ICZ);
- NOT return Class-D’s who have permanent effects from the Chemicals that provide a benefit, or disadvantage. Only neutral effects (i.e. ones that do not impact gameplay) should result in the Class-D’s being returned;
- Follow orders issued by Combative personnel;
- Comply with Right to Life (Testing) clause & Prohibition of Personnel Testing clause, and
- Comply with Biomedical Research Department Guidelines on Chemical Testing / Cross-testing.
§28Surgery & Radiology#
Biomedical Research personnel do not require a reason to conduct a surgical or radiological operation. However, they must:
- Not remove more limbs than permitted by Biomedical Research Department Guidelines;
- In the case of surgeries, ask the Class-D’s which limbs they would prefer to have removed (if they specify not to remove something, you may not remove it);

§30Sweeping Escort Rights#
Members of the Ethics Committee and Department of Communications may request Class-D’s to engage in clearing the facility of garbage piles. This is on the condition that the request does not endanger site security and is accompanied by a reasonable amount of combatives.
VCombative Personnel Freedoms, Limitations, and Exceptions#
§31Combative Personnel#
The Ethics Committee defined ‘Combative personnel’ to include only:
- The Security Department, and
- The Mobile Task Forces.
§32Unregulated Terminations & Warnings#
Combative personnel must provide at least three warnings to Foundation personnel before terminating them for any reason that isn’t listed in the Code of Ethics. If specified, more than one warning may be required. Warnings include:
- Verbal statements;
- Warning shots, and
- Shield Bashing & Detain.
§33Guarding Freedoms#
Combative personnel that engage in the action of Guarding are still bound to the Code of Ethics. However, they are permitted to conduct themselves more freely to protect their VIP from an imminent or present threat. This includes:
- Shield bashing, to displace an individual away from proximity to the VIP;
- Cuffing away, to displace an individual away from proximity to the VIP, within the limitations imposed by the AoE clause, and
- Terminating individuals, on the condition that they fail to comply with at least 2 reasonable warnings or orders that are made to ensure the safety of the VIP.
§34Threats to VIPs#
The Ethics Committee defines a ‘threat’ to a VIP as follows:
- An individual (A) who is not whitelisted by regulation or request takes aggressive action towards a guarded individual (VIP);
- The ‘aggressive’ action reasonably constitutes a threat of serious harm, injury, or death to the VIP through the use of a weapon, item, tool, mechanic, SCP, or any other potentially lethal or harmful construct or instrument, and
- The VIP is an individual capable of being guarded by the combative personnel (Guards) guarding them, so defined by their respective guidelines and regulations.
Individuals may still be terminated by Guards if they refuse to comply with 3 orders See the Right to Life clause & Unregulated Terminations & Warnings clause.
§35Breach Protocol#
In the event of an SCP containment breach, all personnel are to be escorted to the Breach Shelter, unless the SCP is in Sector-3 or beyond, in which case whether to initiate this protocol is up to the highest ranking unit in the recontainment hierarchy.
Foundation personnel and combatives may be terminated for disrupting the recontainment process only if either:
- The individual has been issued one warning either verbally, through the radio or by warning shot, yet does not comply, having been given reasonable opportunity to do so;
- The individual has been detained away from the SCP, yet they return to or do not leave its vicinity, having been given reasonable opportunity to do so, or
- There is not enough time or opportunity for warning or detainment, as doing so would greatly endanger the lives of the recontainment team or other personnel at that moment.
Where “disruption” is any unauthorized act or failure to act by personnel that impedes, delays or obstructs the recontainment of a breached SCP, while in the immediate presence of a higher ranking unit in the recontainment hierarchy.
§36Combative Terminations#
Combative personnel are authorized to terminate any individual who falls within the exceptions to §8, 10 & 16 (Right to Live clauses).
§37Solitary Confinement#
The Ethics Committee permits the use of Solitary Confinement within the boundaries set out by the Security Department and Mobile Task Forces Directorate, so long as they:
- Use it only on Class-D personnel;
- Use it only for repeat rioters (3+);
- Limit it to no longer than 5 minutes of confinement, and
- Not use during a paid riot.
[SECTION INTENTIONALLY LEFT BLANK]
§38Class-D Containment Zone Riot and Escape Maintenance#
If Class-D’s become unmanageable, authorized personnel may initiate, following an established chain of command, in progressive order, and in accordance with regulation, a Class-D Containment Zone (“CDCZ”) Lockdown. CDCZ Lockdowns are tiered and may be called as follows, unless for the sake of an E&T test:
- Tier 1 Lockdowns indefinitely suspend testing and may be called in the case in which Class-D’s are restless, and hosting tests poses a reasonably unmanageable security threat;
- Tier 2 Lockdowns constrain Class-D’s to the Cell Blocks and may be called:
- If Class-D’s continue to riot following a Tier 1 Lockdown, and
- There are 3+ Class-D’s rioting, or there are 4+ escaped Class-D’s.
- Tier 3 Lockdowns constrain Class-D’s to inside their Cells and may be called:
- If Class-D’s continue to riot following a Tier 2 Lockdown, and
- The prospect of quelling Class-D’s becomes highly difficult to manage.
CDCZ Riot and Escape Maintenance may be called by authorized administrative combative personnel and is further limited by several criteria:
- Class-D’s must be provided 30 seconds to return to their Cell Block or Cells upon the initiation of a Tier 2 or a Tier 3 Lockdown, respectively, before any lockdown barriers are to begin closing and before their rights are forfeited under the Forfeit of Rights and Freedoms clause;
- Lockdowns of ANY tier may not be called during a Paid Riot.
- Lockdowns may be ended by an Ethics Committee Vice Chair, or above, or any other authorized personnel if:
- The lockdown exceeds 30 minutes in length, or
- The lockdown was initiated within 15 minutes of the previous.
- Security Smoke may only be authorized for the sake of an organized intrusion within the CDCZ during a Tier 2 Lockdown, or above.
- Lockdown Barriers may only be used during a Tier 2 Lockdown, or above, as deemed necessary.
- Camera Scans may only be used in the case in which 5+ Class-D’s, or more, have escaped containment.
- Tiers may be skipped, and Tier 3 Lockdowns may be called immediately only if there is an ongoing breach in the Class-D Cell area.
§39Testing Terminations#
Combatives retain the privilege of being able to shut down tests that are not hosted by Directorate Testing Personnel, Event Hosts, or Studio Access+ if they believe they do not comply with the Code of Ethics, departmental guidelines, or if they recklessly endanger the site, its security or its personnel. Combatives, while in the process of terminating a test, must:
- Before termination, ensure they have attempted to convince the Test Host to review testing procedures;
- Before termination, ensure they have garnered majority approval from all attending Combatives, and
- After termination, ensure they have reported the test to the Ethics Committee.
Termination orders may be vetoed by Directorate Testing Personnel, Ethics Committee Vice Chair+, or Developer+.
VICommittee Jurisdiction and Authority#
§40Committee Structure#

The Committee shall be administered by no more than one Vice Chair and no more than four Senior Members. The Director of the Ethics Committee shall be referred to as the Chair who, alongside the Vice Chair, form the Board of Ethics.
§41Committee Internal Authority#
The Ethics Committee shall be directed by the Chair, with guidance and oversight from the Council, and assistance from the Vice Chair. Granted to the Chair is any and all power granted to the Ethics Committee, who may veto any motion proposed by the Committee. The Council may veto any decision made by the Chair, or anyone within the Committee.
§42Committee Jurisdiction (Enforcement / External)#
The Ethics Committee is permitted to issue punishments (see §43 & §44) for violations of the regulations, rules, and policies of other Departments if:
- Departmental Administration (or Directorate) is not presently available to handle it themselves and requires immediate action;
- Limited to halting the violator and/or issuing a Blackmark.
- The Board of Ethics concludes the violation was so severe that it could be categorized as unethical, or
- The Council or Chair of the Ethics Committee has reason to believe the Departmental Administration (or Directorate) will neglect its duty to punish the individual and authorizes the Ethics Committee to act on their behalf.
The Council, should action be taken, is permitted to overrule the punishment issued by the Ethics Committee.
§43Committee Jurisdiction (Enforcement / Legal)#
The Ethics Committee shall issue punishments as deemed necessary by existing precedent or as agreed upon by the majority of the Committee following an investigation. The Committee holds full authority of the Code of Ethics, and is to enforce the Code of Public Security as established by the Book of Criminal Justice. Violations of legal (as opposed to ethical) nature may result in Class-E Sentences and not Ethical Punishments.
§44Committee Authority (Ethical Punishments / Class-E Sentences)#
The Ethics Committee, when in relation to violations of ethical nature, may also suggest applying:
- Ethical Punishments, under the guidance of the Committee Administration and the precedent set by the Criminal Sentencing Committee, only when the case reasonably demands it, or
- Standard Class-E Sentences, for violations pertaining to the Book of Criminal Justice, in accordance with established departmental and legal standards.
§45Committee Authority (Punishments / Ethical Punishments)#
The Ethics Committee, in addition to warnings and blackmarks, may suggest the issuance of Ethical Punishments for severe violations. Ethical Punishments are divided in categories and the Ethics Committee may issue any category depending on the severity of the offence. These Punishments remain on your record permanently.
Class-E designation for a minimum of 3 days and a maximum of 1 week for unethical or illegal conduct.
Class-E designation for a minimum of 1 week and a maximum of 1 month for unethical or illegal conduct.
Class-E designation for a minimum of 1 month and a maximum of 3 months. The Ethics Committee may also - with approval from the Chair - propose applying Foundation Blacklist.
§46Committee Process (Investigations)#
The Ethics Committee, before issuing any punishment or recommendation, must launch an investigation into the alleged violation(s) to prove guilt. Failure to do so will void any punishment issued. Investigations may be launched by any Committee Member, upon approval from a Senior Member or higher. The Ethics Committee may request information from personnel or departments and those individuals must surrender the requested information unless they are not authorized to do so for the following reasons:
- The information requested is classified beyond their ability to declassify, or
- The information requested pertains to an ongoing investigation or operation.
§47Committee Process (Ethical Hearings)#
The Ethics Committee, during the course of an investigation, may seek to question the alleged violator. This is called an Ethical Hearing, and may be approved by the Lead Investigator of the case, unless the alleged violator is an executive in which case a Vice Chair or higher must approve. Ethical Hearings involve questioning the alleged violator about the incident(s) in question in an attempt to obtain more information. The investigator holding the hearing cannot attempt to manipulate, coerce or deceive the alleged violator, but may withhold information that, if disclosed, would jeopardize the investigation. Individuals under questioning must:
- Answer all questions as truthfully and faithfully as possible;
- While the Hearing is being held, not disclose its contents;
- Not disrupt the Hearing in any way and follow instructions provided by the investigator, and
- If having to leave, request to adjourn the Hearing until a later, scheduled date.
§48Committee Authority (Halting Conduct)#
The Ethics Committee reserves the right to halt any conduct it determines to be unethical, illegal, or otherwise detrimental to Foundation or Site health, integrity or safety. This includes activities or events hosted by any personnel, and their conduct, except for activities conducted by those listed within the Special Investigations Exemptions clause & the Exemptions from the Code of Ethics clause.
§49Committee Authority (Interpretation)#
The Ethics Committee reserves the right to interpret the Code of Ethics when the clause is ambiguous, vague, or otherwise non-specific. When interpreting, the Ethics Committee must adhere to previous decisions made in similar or identical situations, except for where the Chair or Council makes an exception or disavows a previous decision. In the event no previous decision exists to guide interpretation, the novel interpretation must not destroy, tamper or bend the purpose or function of the clause(s) in question
VIIAdditional Clauses#
